Can the new Ribbon UI be switched to a “classic” view?

No. There is no "switch to classic view" functionality in the new interface.  The ribbon may, however, be minimized in one of 2 ways:
 
1) Right-click the menu bar and check “Minimize the Ribbon”
2) Double-click a ribbon tab to window-shade the ribbon on and off.
 
Additionally, the Quick Access Toolbar may be customized so that some of the more commonly-used features are close-at-hand.
 
The interface functionality is similar to what is now found in MS Office 2007. According to this UI type guidelines there are very little customization features. In general there is no option to "switch to classic view" alloawed according to these guidelines. The new interface is designed to increase productivity as previously hidden menu items are now brought to the forefront.
