RSS feeds cannot be entered

Symptom:
After entering Custom RSS feed, it does not appear in the map parts task pane
 
Resolution:
The cause of this issue is that the folder where RSS feeds reside is not created properly.  To solve for, open the Map Parts task pane and right-click anywhere within it.  Choose New Folder to add a folder. 
Name this folder exactly: News Feeds
Next, add the RSS feed via the Macro dialog or by right-clicking in the Map Part task pane and choosing Add new News Feed to Library. The new RSS feed should save to the newly created News Feeds folder.
